The Metropolitan Manila Development Authority (MMDA) is proposing the removal of the window hours from 10:00 a.m. to 3:00 p.m. for vehicles covered by the Unified Vehicle Volume Reduction Program (UVVRP) or the “color/number coding” scheme.
MMDA Chairman Oscar Inocentes believes that by removing the window hours between 10 a.m. and 3 p.m. would help reduce traffic volumes in Metro Manila. Surely, parents who fetch their children in schools would have a bad reaction to this if ever this is implemented.
Presently, these are the guidelines for the Number coding scheme:

-Only Makati, Malabon and Las Piñas implements the7:00 a.m. to 7:00 p.m. color/number coding scheme without the window hours.
-Marikina, Muntinlupa, Taguig, and Parañaque do not implement the number coding. While the number coding scheme is in effect in Caloocan, Mandaluyong, Manila, Navotas, Pateros, Quezon City, San Juan, and Valenzuela. The window hours of 10:00 a.m. to 3:00 p.m. is observed.
-Pasig City implements the7:00 a.m. to 7:00 p.m. color/number coding scheme but observes window hours from 9:00 a.m. to 4:00 p.m.
-The following Roads do not implement the number coding: Ninoy Aquino Avenue, MIA Road, Domestic Road, Airport Road, Sales Road, and portions of Buendia.
-The following Roads implements the Number Coding but observes window hours regardless of the city: Epifanio Delos Santos Avenue (EDSA), Circumferential Road 5 (C5), Diosdado Macapagal Avenue, and Roxas Boulevard

“This is one solution which I believe can really solve the traffic problem. At the moment, even if there is number coding, the coded vehicles can still go out in the streets during the window hours. These still add to the volume of vehicles in the streets for that day,” he said.

Penalty: Confiscation of driver's license, fine of P300.00 to be paid at redemption center.
Another addition, which I hope to be implemented is re-inclusion of buses in the implementation of the UVVRP. This would help the existing program, the Organized Bus Route (OBR) program which seeks to limit buses on EDSA through scheduled fielding of buses from common terminals.
I hope the MMDA would finalize things and announce their decision fast.:)
